Cracked concrete should be replaced if widespread, deep cracks or settlement have occurred, concrete has sunken, or frost has pushed up the concrete foundation.
Patching these types of cracks will only be a short term fix. You definitely would not want to patch these cracks and then spend money resurfacing the concrete or applying a decorative topping afterward.
Repairing the cracks can minimize water seepage through the concrete, eliminate potential trip hazards, prepare for another flooring or topping, or fill gaps where concrete has pulled away from a wall or other structure.
Concrete that is cracked only on the surface, or has very thin cracks where each side of the crack is still level (there is no settlement) can be easily repaired.
